Policy and doctrine is about:
•saying how to achieve an aim;
•ensuring that everyone is working the same way towards the same goal;
•controlling efforts to maximise benefit.
Without policy and doctrine:
•uncoordinated systems and practices develop;
•the overall aim gets lost in local practices satisfying only local needs;
•cohesion and efficiency are lost;
•military utility is diminished.
•in-depth understanding of military documentary hierarchies;
•respected practitioners with recent experience;
•recent experience in the provision of policy and doctrinal documents.
